TRUNCATE ON A INTERVAL FRAGMENTED TABLE WITH ATTACHED INDEXES LEAD TO PERMANENT 410 ERROR IN OUT OF STORAGE SITUATION

| Problem description: |
When a table is fragmented by interval and allocates a lot of
fragments over the lifetime.
When there is a out of storage situation with returning errors
271/131 and a truncate is applied
it may happen that all subsequent operations on the table return
in an -410.
Reason is that the sysfragments table doesnt define the same
amount of fragments for the data |
