SESSIONS HANG IN 'SLEEPING FOREVER' RUNNING HDR PAIR WITH HDR_TXN_SCOPE SET TO 'NEAR_SYNC' AND THREAD WAITING IN 'CDRLSNQ_WAIT'

| Problem description: |
Several sessions in the instance hang waiting in 'sleeping
forever', looking at the stack traces of the threads in those
sessions, we can observe they are waiting in function
