DB2 - Problem description

Problem description:
This is the same issue as PI73641 which is a BigSQL APAR:

This is being opened so we can fix the same issue in DB2 v11.1.

During an interrupt, the database can panic and shut down when
DB2 is handling a regular expression (REGEX).     In the
db2diag.log you would see an error like this:
