Reorg start time unexpectedly updated during reorg reclaim extents on an ITC

| Problem description: |
When running reorg reclaim extents on an ITC table, the reorg
start time is unexpectedly updated.
As an example, at the start of the reorg, db2pd -db SAMPLE
-reorgs returns
