ERROR -1223 WHEN DOING A CONVERSION FROM DOUBLE TO DECIMAL IF DBMONEY IS SET

| Problem description: |
The ESQL/C function deccvdbl() to convert a double to a decimal
may fail with error -1223 the first time it is executed,
if decimal separator specified in the DBMONEY environment
variable is not the default one ('.'). |
