LPAD() FUNCTION RETURNS INCORRECT STRING IN MULTI-BYTE ENVIROMENT

| Problem description: |
Regarding lpad() function, the manual states that that the
'length' is specified for total number of bytes in the returned
string but in multi-byte locale environments, the returned
string is determined according the the number of logical
characters.

LPAD Function
The LPAD function returns a copy of source_string that is
left-padded to the total number of bytes specified by length.
