THE INFORMIX HQ AGENT DOES NOT CHANGE THE FREQUENCY OF RUNNING IF SERVER IS IN QUIESCENT MODE

| Problem description: |
f the server is in quiescent mode, the defined sensors will
still run with their definied frequency.
This will lead to two effects
a) lots and lots of connections errors will be reported on the
server
and
b) the hqagent log will be spammed with masses of error
messages.

agent need to check the state, of the server periodically, it
should not do it for all the sensors individually. |
