RPM INSTALL DOES NOT CREATE $INFORMIXDIR/TMP DIRECTORY

| Problem description: |
After performing an install from RPM package created from IDS
12.10.FC12, the tmp directory does not exist under the
INFORMIXDIR:

[root@COMP-783-1 x86_64]# rpm --force -ivh
informix-12.10.FC12-0.x86_64.rpm
