TENANT RE-CREATE IS NOT WORKING AFTER USING COMPRESSION

| Problem description: |
While trying to re-create Tenant this issue may occur if
compressed tables were used. In a tenant database, once
compressed table is uncompressed and dropped, tenant gets
dropped. Recreation of tenant fails, with massage,
DBSpace [dbsapace] is not empty. |
