TRYING TO ADD A NEW LOGICAL LOG VIA ONPARAMS WILL HANG IF LOGICAL LOGS ARE FULL

| Problem description: |
if the logical logs are not backed up and a thread tries to
write to the next logical log,
any attempt to resolve this via onparams will fail. If such an
attempt is made, for example by:
onparams -a -d logspace -i
... this will display:
Log operation started. To monitor progress, use the onstat -l
command.
... but then it will hang.
This is the online.log
