NEED AN ONSTAT_LEGACY ENVIRONMENT VARIABLE THAT CAN BE USED TO HIDE CHANGES TO ONSTAT OUTPUTS

| Problem description: |
The onstat output occasionally needs to evolve. At the same
time, customers sometimes write scripts that depend on the
original output.
When we change the onstat output in a way that might break
scripts we'll make the change contingent on the ONSTAT_LEGACY
environment variable setting.
From xC5 onwards, the header also includes a datetime stamp in
the format: -- ::
IBM Informix Dynamic Server Version 14.10.FC5 -- On-Line -- Up
