Problem description:
Drop role command causes a sqloSpinLockConflict in 
sqlrlc_rolecache.C and sqlrlc_inlines.h functions. 
 
Due to a coding issue, db2 is not releasing the anchor lacth and 
so all applications that try to access some entry in the cache 
will have to wait and the latch is being 
held unconditionally.
