DB2VAL MAY CRASH IN DB2 10.5FP9

| Problem description: |
The db2val does not work in Db2 10.5fp9 due to regression
introduced by APAR IT20042.
When db2val is executed in DB2 10.5fp9 it may crash.
In such case core file is created in current directory. |
