Problem description:
Running load with LOAD REPLACE RESETDICTIONARYONLY (COPY NO
option, on recoverable database) will cause the following
incorrect errors in db2diag.log from sqlbCheckStateTransition /
sqlbStateGetCheck / sqlbTestSetDatapoolState, near the end of
load.   Load will complete successfully.
