INSTANCE TRAPPED DURING SNAPSHOT MONITORING IN FUNCTION SQLPGETDBMONLOG()

Problem description:
When taking database snapshot, there is a small timing condition
that can cause the instance to trap.  A sample stack dump of the
trap is shown below:

We need to cache some variables here and use cached values
throughout function to avoid anything changing underneath us.
