MAIN_LOOP DEADLOCKING WITH ITSELF IN WAIT_4_CKPT_2_COMPLETE() WHEN JUST DYNAMICALLY ADDING NEW LOG FILE

Main loop waiting on a checkpoint, trying to dynamically add a
new logical log during startup - while only main_loop could be
the one to execute the checkpoint:
